That ! is a type, I was using @ yes. :)

It turns out that the /usr/bin/scp file was not executable. Once I did a chmod 
+x on it the whole problem went away. I had been struggling with the 
permissions and ownerships of /home/user/.ssh and such when I should have 
LOOKED at the "Permissions denied" error message and understood that it was 
telling me that the scp file's permissions did not include being executed. :)

Wasted a whole day. Yeesh.
