I found the problem. Keys must be generated as the correct user, instead of 
root I needed to be flr. ssh-copy-id copies the public key to 
/home/flr/.ssh/authorized_keys when in fact I was always putting it in 
/root/.ssh/authorized_keys because I was always root.

Any way, fixed! Thanks.
