yes it acts as an xserver and has a minimal wm. But it does not pull wm pgms from the server, so you don't get a true wm on a Pc, for example

Sure it does, I used xfce on one of my computers as a VNC only desktop that I could access anywhere.  With the setup I'm talking about (using Xvnc connected via XDCMP to the X client) it acts just like a regular X server.
