It looks like you have a Windows PC running the Cygwin environment.
If so, you will have to either disable the Windows firewall or modify it to
allow FTP transactions. We could not get beyond the 'connected' point either
until the firewall was disabled. (Don't forget to re-enable it when you are
done.)
