[ts-7000] TS-7200 commands " not not found"

I am just familiar with the Linux and Ts 7200 SBC.
My Kernal version: 2.4.26, I have loaded TS supplied Debian Woody after ext2 
formating as per TS User manual.
My objective is to activate gcc which comes with the Debian, on the CF Card on 
SBC. ( that what the namual says) to compile programs.
at # gcc returns "gcc not found", same with apt, or apt-get or man xxx.

#echo $PATH command shows PATH to /usr/bin/

But
On my Ubuntu (10.04, Lucid) I plug in the USB dongle with CF Card card, and I 
can see in usr/bin/ directory lots of commands like, apt-get and gcc ans 
g++-3.0, g++-2.95

Can some one explain what is happening. How can I use the compile on the CF 
Card when I am on the SBC.
OR does the TS Debian ( Woody) comes with the gcc compiler or not?
Any help is appreciated.
