You first need to configure if the pins are going to be inputs or outputs.
You can do this with ts7500ctl --setdiodir, and it will be something like
ts7500tcl --setdiodir=0xfffffffffffff (This will enable all pins as outputs).
After that, you have to use --setdio to actually give a value to the piÅs.
ts7500ctl --setdio=0xffffffffffffff (This will set all the DIO to 1).

I don't remember at this moment if anything more else is needed in the command, 
but as far as I remember, it's correct.
Just remeber you don't have the full 40 DIO, because some of the pins are for 
3.3V, 5V, GND SPI, and usart functions, so check the pinout schemmatic on 
embeddedarm webpage.
