This actually isn't the fault of the driver. If you look at the schematic to
the TS-GSM1 board, there's only one 16C550 UART, and it's connected to the
first port on the Q64 (the schematic still refers to the GR64, but what I said
still applies). So there is no physical connection to the other port. To
simultaneously talk to it from two different channels, you're going to have to
use the mux protocol I described earlier over the single UART available.
