To get access via a serial cable it should be as simple as connecting a crossover cable from COM1 on the 7260 to a port on your PC, firing up Minicom, setting the port to 115KN81 and you should be able to see the kernel messages as it boots up, unless you disabled this when you last worked with your board.

That should give you enough info. to see how far into the bootup process it's getting.

You should be able to download the users manual if you don't still have one.  Go to the Technologics web site.  I know that my ts7300 had clear instructions on serial port bring up and network bring up.  Just a hint try ssh.  Telnet isn't usually turned on by default in modern linux systems.
