It sounds like you may not have the latest version; the server 
functionality was not present in the initial version.  The latest 
sources (less than a week old) are here:
ftp://ftp.embeddedARM.com/ts-arm-sbc/ts-7500-linux/sources/canctl.tar.gz

Not sure why you see the assertion failure; if you still see this with 
the latest version please let me know what line is failing.  You may 
want to check that you have proc mounted and can see /proc/irq/30/irq.

Also, the manual has additional documention on canctl which was added 
with the server functionality:
