Can you check the kernel config to see if CONFIG_RTC_INTF_DEV is selected?  
Without that, /dev/rtc? will not be created.  

Checking my copy of TS kernel sources from Jul-08, it doesn't look like 
CONFIG_RTC_CLASS is set at all in the TS-7800 defconfig.  WTF? And 
CONFIG_RTC_INTF_DEV depends on CONFIG_RTC_CLASS.  

Looks like you either have to compile your own kernel or go back to the rtc7800 
utility.

(Once /dev/rtc0 is created, you may need to symlink it to /dev/rtc, depending 
on the age of your hwclock utility, but you probably knew that).
