If you know that the only cards to be mounted will be vfat, it's best
to specify that in the fstab file, rather than rely on autodetect.
'Auto' involves a probing process, using blkid.
I don't know why it would sometimes fail and sometimes work; I'd think
it would be consistent.
One other option would be to add 'noauto' to the line in fstab,
delaying the mounting during boot (mount -a). Then, later in the
boot, when any possible races have hopefully settled down, mount the
card from rc.local. That could preserve handling different fs types.

Is it related to cold boot vs warm boot?

I don't have a TS-7800, so I can't verify. And unfortunately, the TS
SD driver is closed source, so there is not much the community can do
to help figure out 'why'. The best you can do I guess is report it to
TS, and post the resolution when you get one.
