Final note for anyone interested:

I finally got the kernel built with CONFIG_HZ=1000, which was the only change
I ever needed.  It seems to work just fine and will probably work even better
when I get it directly on the MTD instead of the SD card, because we stripped
out all of useless [to us] junk off that.

It turns out that, at least on the Ubuntu 8.10 system I was using as my x86
linux host, changing CONFIG_HZ in the ts7800_defconfig and/or
ts7800full_defconfig files has absolutely no effect because after the
make ts7800_defconfig command completes, one of the first things that
the make command does is to run

scripts/kconfig/conf -s arch/arm/Kconfig

which proceeds to use arch/arm/Kconfig to ge nerate yet another .config
which is then used for the kernel build.  The CONFIG_HZ setting (and I
don't know what else) comes from the default value in Kconfig.

I'm sure this was probably totally obvious to all of the linux kernel gurus
here, but totally unexpected by me.  I foolishly thought that updating the
ts7800_defconfig would change the parameters I was using to build the
kernel with for my ts7800.

Oh well, it compiled.  It appears to work.  Hopefully I'm done.  Thanks
for listening.  If that the things I learned (and shared) help at least one
other person, then I'm happy.  To the person at Technologic who was
"helping":  hopefully your next customer will fare better, in replies if
not in success.
