[ts-7000] 7800 Startup Changes?

I've set up a number of TS-7800 boards to load our software when they boot.  I've done it enough times so that I have a checklist of steps to perform so that they all turn out the same.  But with the "newest" board, it didn't work.

We had sent the board back for repair (well, actually to get an advertised feature to work as advertised) and it came back with what appeared to be a "cleaned" (or reset or whatever one calls it) FLASH drive.  So I got out my checklist and reinstalled our software and then added a link to our startup script as /etc/rc3.d/S98cpidac but that script never gets executed during boot.

So I created the same link in /etc/rcS.d and even that one doesn't execute!

Remember, all of the previous TS-7800's were configured exactly the same as this one (at least my part is exactly the same) and they all ran our program at boot.  So I think something must be different in the system that was returned, but I've n ot been able to find out what (and the other boards were shipped, so I cannot compare with them).

I did turn on the system log, but I'm not seeing any messages about start up problems.  I'm also not seeing any messages from our program, unless I run it manually, which is not going to be acceptable for delivery.

As I understand the debian policy for startup (from http://www.debian.org/doc/debian-policy/ ), there's no reason why my script is not executing, so I think I need help and I hope I can find it here...  please?
