Make sure the pppd options do NOT lock the serial port.
I had to make sure lock was not set to get pppd working on a ts7800.

I'm not sure if this helps, but I recently tried pppd on a ts7260
running linux-2.4.16-ts11, with the multilink option set in
/etc/ppp/options, and I got an error to say that the option wasn't
supported.

I haven't tried to find a way to enable it yet.
