A single NPN transistor will do.  A 2N3904 with a 1kish resistor from 
the DIO pin to the base, tie the emitter to ground and the collector to 
the PSON wire from your ATX power supply.  Shouldn't need much current 
flow to cause the PS to turn on but if it's not turning on lower the 
base resistor value.
