It might be being launched by inetd, the internet serivces daemon.
Check out is there is an entry of it in /etc/inetd.conf
Look for an entry like
ssh stream tcp nowait root /usr/sbin/dropbear dropbear -i
suitable manpages will provide help about inetd and the inetd.conf file.
