Have you generated the keys required by dropbear on the TS7250?

/usr/bin/dropbearkey -t rsa -f /etc/dropbear/dropbear_rsa_host_key

Dropbear is the SSH server.  It's enabled by default, but without local keys it 
won't accept a 
connection.
