Show us the lines you are using in rcS.sysinit to run the rc.local file. If
you are using the lines I showed you, did you remember to mark the rc.local
file as executable?
If you type "/etc/rc.d/rc.local" at a command prompt, does it mount the USB
pendrive? If not, have you compared the path you are using in rc.local to the
path USB device shown during system startup?

Check the path you used to the device you want to mount. Verify the mount
point exists. Check your fstab entry to verify you indicated the device should
be auto-mounted.

No, you don't use inittab to mount devices.
