I'm running into the same problem today.  I changed from a working system with the 2.4 kernel and made a 2.6 kernel sd card from the old sdcard.dd file.  I updated the kernel, but wasn't able to unarchive the debian archive (all it gave me was a tmp folder) and put that on the card.  Also, I didn't modify the second partition at all since i dont know what it is.  Could you help me figure out how to get the Debian files onto the third partition and help me update the second partition to what I figure is a boot ram-disk sort of thing?  I figure it's stalling when it can't load the modules.  Should I just update the modules to the old debian filesystem?  Or do I have to update the whole partition with something else. (I've gotten pretty good with dd so just lemme know if there's a folder that works)

Yes, I got caught out a couple of times with fconfig -l , like you I 
used it to confirm the change had stuck and then wondered what had 
happened when it rebooted to the old config.

With super light code like the boot loader you dont multiple ways to 
enter a result. Best to do exactly what you're told , like a good boy!
