  The convention in C is:
 
0123 - octal number - in this case it is 83 decimal
0x123 - hexadecimal - in this case it is 291 decimal
111b - binary - in this case it is 7 decimal
123 - and this of course is decimal
 
However, in applications, whether these formats are interpreted this way or even if they are accepted
is dependent on each application. For ifconfig to accept octal is a bit strange. I can't imagine it ever being used that way intentionally.
 
Octal is ancient, and the only time I can think of that I've ever used it is with the chmod command.
