Exactly. It is part of the reason why octal interpretation of the address
never crossed my mind. I wonder how many (if any) of the other commands which
take IP addresses (ie. arp, or route) have this issue.
It would also be interesting to look at the source for ifconfig to determine
why this behaviour exists.
