Just create your own /etc/profile with something like
-----------------------cut
here---------------------------------------------------------------
#!/bin/sh
export PATH=$PATH:whatever_you_whant_to_add
-------------------------------------------------------------------------------------------------
That will work for all users. You need $HOME/.profile if you want it
only for you.
You won't get the variable in your user (even root) if you set in in
rcS.sysinit (that's a "userless" script)
