Bibhu,

If you reprogram the FPGA you loose the SVGA output...

There are a number of C to FPGA compilers, but they cost $$$$$$$$

I don't know your application, but I'd either use pre-decoded images, 
or decode them in the background and cache the resulting images in 
memory or on the SD card.
