But "Doesn't Work" is not the same as "powered down" :-)
The TS boards have the ability to switch power off to the PHY chip. This
saves quite a bit of power.

I've been going thru' my email archives. Some time back, Geoffrey
Veale was using cctl on a TS7260. In an email he sent me this...

"There is a table on page 41 of the TS-7260 Hardware Manual.
This table desribes the power management register of the TS-7260 at 8 bit
address 0x1200_0000.
Bit 0 switches the RS232 converter power (1 = on, 0 = off)
Bit 1 switches the USB power
Bit 2 switches the lcd header power
Bits 3 to 7 do not seem to serve any useful purpose for saving power."

it doesn't appear that the ether phy power is controlled from that
register. Are you sure cctl does not control the ether phy power?
He controlled it with cctl and even sent me a table of power savings with
different settings. The Ether phy chip on the ts7260 is a lot less power
hungy than the chip used on the ts7200! On the ts7200 turning the ether
phy off saves about 100mA
