Thanks for responding, Jim.
I have tried your program and yes, it can change the clock rates 
just fine. However I get an I/O error when trying to turn the 
ethernet I/F on/off.
I'll try to get hold of Technologic tech support to find out if they 
have a shell to do this or have any documentation. I did not see 
anything in any of the documentation I've looked at on their site.
I've tried toggling bit2 (allegedly the phy power control bit) in 
the power management register but nothing seems to happen.
