[ts-7000] directory listing order in fastboot

When booted into fastboot on a 7400 the directories don't list using "ls" in alphabetical order.
Is this normal?  When I boot into tslinux listings work normally.

$ ls -1

linuxrc-usbroot

home
linuxrc-mtdroot
ts7xxx.subr
ts7xxx_nand.o
linuxrc-nfsroot
