[ts-7000] 7300 reset problem

hi all,

when i turn on the power of 7300 board the green and red led turns on 
and then red led turns off after 3 or 4 seconds red led blinks and i 
think the board reset. if the power still on this is done again and 
again.

is this a hardware problem or software problem?

how can i solve that problem?
