Check Redboot configuration. If DHCP is set there, it could be
part of the problem. I don't know how that plays with later steps
that happen as linux is starting up.

No, I altered the files that came with the distribution
and ifconfig shows the old, default values. What's
probably happening is that the series of scripts that
get run are clobbering ifcfg-eth0. The distro straight
from TL has a number of scripts and I need to go find
them, cat them in reverse order, and see if the values
in ifcfg-eth0 are being used but then replaced by some
other script command.

It's all new to me -- well not all, but lots of it is
still new. I suppose I get it figgered out. Setting
static IP addresses via ifcfg-eth0 isn't working but
going dynamic the utility works well.
