If you try to send something on the connection and do not receive any
acknowledgment, a tcp timeout triggers a retransmission. After a certain
number of retransmissions, it gives up and shuts down the connection.
If you do not try to send something, there is another timer that
destroys idle tcp connections. This one is much longer -- on the order
of 2 hours I think.
It doesn't really make sense to shut down the tcp connection when the
interface goes down. As you've noticed, it may come back up a second
later, and all you will have achieved is to inconvenience the users.
