Wouldn't it be easier to use a counter to do this in hardware
and read the counter output? Basically a serial to parallel converter.
Something like a 74161?

My application uses a kernel module to count pulses applied to a pin of the
DIO1 header (on a TS-7250) so, yes, it is possible.

You may need to consider using a kernel with real time patches to give you
better response time in counting the pulses. It will depend somewhat on
whether you are counting pulses in user space or kernel space.
