UDP is a datagram -- there is no connection.  In this case, I think
"established" in the netstat output just means that there is a process
ready to send/receive packets.  It isn't like TCP where you actually
have to talk to the other machine before you send any data.

I would look for some network problem that could block either the
query or the response.  My first suspicion would be a firewall that is
blocking NTP.  If your DNS is on the same local network, I would also
take a close look at netmasks and routes.
