I'm thinking it's due to some new users that have to be validated b4 their posts go to the group.

Let me explain.

from computes on the same class C I can connect, from computers on a
different class C I can't connect.

telnetd is listening on port 23

what I want to know is does telnetd block connections from a different
network ?

Dave, you lack a lot of the information we are asking for. The
behavior you are describing seems normal to me if you don't have
a router between the 2 class C networks. In order for TCP/IP devices,
that are on different networks, to communicate a router (or gateway)
must exist between them. I'm not trying to sound mean but do you
understand the concept of TCP/IP routing?
