I responded last time to this.

I can do the expected via ssh. ie from class C1 I can connect to class C2

using telnet however I cannot, in fact this is the only port that does not do what is expected

routing works fine...

Dave, you lack a lot of the information we are asking for. The
behavior you are describing seems normal to me if you don't have
a router between the 2 class C networks. In order for TCP/IP devices,
that are on different networks, to communicate a router (or gateway)
must exist between them. I'm not trying to sound mean but do you
understand the concept of TCP/IP routing?
