You don't need to change the "console".
Even with the console set as per default to /dev/ttyAM0, the "getty" that
runns on /dev/ttyAM1 allows you to connect up a terminal/ternial-emulator
to COM" and get a login prompt and login, at least as far as non-root
logins are concerned.
However you are using the Debian Develepment Image, and that uses
a more sophisticated version of the "login" program with more security
features. One of which, is the file /etc/securetty which restricts
which devices it will allows root to login on.
My TS7200 debian image /etc/securetty file only lists ttyAM0, so you need
to edit the file and add a line for ttyAM1 to allow root login.
