[ts-7000] disabling root login on busybox telnet

Hi.
I am using a ts-7260. I want a user to have to login to telnet using 
guest and a password and then use the "su" command to get acess to 
root priviliges.

I have the busybox su command working. Now I want to disable root from 
logging in.  Apparently, telnet is part of busybox on the ts-7260. How 
to I disable 
the root login?
