Thanks Kulendra !!!  Considering the timeframe, I will opt for using the internet and sending an email to the user with an attached image. Then ringing the users mobile.
 
Meanwhile, I was looking for webcam. I am not sure which webcam I should buy to connect to the TS 7300 board.
The options that I found are
  1. Axis 2120 network camera or Axis 2100
  2. SmartVue S2 surveillance cam/server( very expensive? around 2000 $)
  3. StarDot NetCam ( I?m not sure if this can be connected to arm board)
  4. Logitech QuickCam Pro 4000
More details on
 
Any suggestions/help  is welcomed.  Plz help me to decide which webcam to get.

A GPRS/EDGE module is same as a GPRS/EDGE enabled phone. Its basically a small circuit component where you can insert a CIM card (Customer Identification Module). You need a small circuitry for interfacing and powering up the module, usually these are available with the manufacturer themselves. 
 
Whats the importance of GPRS/EDGE module? With relative to internet, mobile coverage is more spread, and its wireless. Plus, since the module works exactly in a same way as a mobile phone, you can use it to send SMS, MMS etc. You can also have the user send back an SMS in a given format and execute some sort of action. (This I havent personally done, but its something thats possible).

Using the internet directly on the other hand (i.e. sending an email), is much easier if you already have a home internet connection. You can use linux's in built mail servers to send the email. As for ringing the users mobile, you need a serial modem that interfaces the TS board with the phone line at home. TS themselves have some modems (TS-MODEM and TS-MODEM2 boards) for this. You have to issue some AT commands for this.

Thanks for you reply. I was thinking of sending the image through email (assuming that user is in his office), was not aware of using GPRS/EDGE module. I don't know much about GPRS can you tell me some details about how can I implement it.
 
The second option, sending an email and then ringing the users cellphone makes sense. but how will I ring the users cell phone ?
 
One more thing, why do you think email method will be difficult to implement as compared to GPRS.

I am not sure on one thing you are planning to do. How r u planning to send teh picture trhough internet? I mean to WHAT? One thing you can do is to use a GPRS or EDGE module. One such is TELIT GM-862 GPRS GM862-QUAD (There are a few in teh range). WHat you can do is that you capture the image, and send an mms to the user. This however requires that the home has its own cellular (mobile) connection for the GPRS module (I can send you more details on it if you are not familiar with it.)
 
The other method, which some of my colleagues used in someother project. You take the picture and then mail it to the user. Then you can ring the users phone once and cut off. (Its a signalling thing we students use back here in SL :) because the call costs are high, on pre-determined things, we use ring-and-cutoff. It may mean a yes or no to a simple quesition :)  ) Then the user knows that its possible that the doorbell has been rung or something and then he can check his mail. For this however you need a serial modem to the TS board.
 
The first method is easier in implementation than the second although the initial cost is a bit high
