When you turn on the board, through the serial connection you see the booting messages? something like

"TS-SDBOOT
.
.
.
TS-SDBOOT
.
.
.
"
(keeps repeating again and again)

This kind of message represents a missing or bad SD card on the correct slot. If you don't see any message at all could be the power supply (5V 1.5 amps minimum).
If you see the right messages and have the correct power supply try with this bootdisk: http://lino.cl/ts7300/framebuffer_fixed.dd.tar.bz2 (untar it and dd it)
I mention the "untar it" because many times I dd the bz2 file instead the untared one...a comon error for me ;)
If you don't get it working after this steps you can try updating your TS-SDBOOT following the instructions on http://www.embeddedarm.com/epc/fastboot.htm
