on the ts7200 the jtag for the cpld is routed to the jumper 
connector , think it may be the same on the 7250 , you need to check 
the schematics and doc about it  
i do know that they did not bring the  arm jtag connections 
 out to a header though :(  
and it would be a pain soldering wires to the 208 tfpq for them
