I had the same problem. I've tried nearly every option allowed by
ntpdate, but none seemed to work. I've heard (not really sure) that
this behaviour is a bug in (older versions of) ntpdate. You can try to
upgrade to a newest version, although I guess your hack is not so bad:
I've done something similar. After (successfully) adjusting time, the
ntpdate script calls date and saves current time to a file. The same
script restores the date from that file before calling ntpdate.
