[ts-7000] How to set up ts7250 as ppp Server

I loaded all three modules by the order
slhc.o
ppp_generic.o
ppp_async.o

then I run /usr/sbin/pppd : and I can receive some garbage characters 
back. So I know the pppd is working.

I set the options file as:
lock
nocrtscts
defaultroute
noauth

I changed the resov.conf to my DNS IP

Now when I set up Network and Dial-up connections to my modem (US 
Robotics), the Ts7250 does not answer. I tried to use hyper terminal 
to test the modem. When I send atd*99****1# command, modem returns 7, 
and if I send OK ATE1 modem returns 4. It seems that the modem is 
working fine, but why I can not dial in into Ts7250???
Any ideas???
