Still not very informative, I'm afraid.
There are lots of 5V regulators out there - is this a linear reg you've
soldered up with some by-pass caps? If so what is the part
number/manufacturer? 8 AA NiMH/NiCd should be ok well charged.
Try monitoring the battery voltage as plug in the USB device. Also monitor
the "5v" output and maybe measure the current.
I also have a 5v regulator, it's a small switchmode 5v 1A regulator module
meant as a replacement for a regular 7805 linear reg. I power it from
either a small 12volt Lead/Acid battery, or a simple 12v mains power
brick. works fine.
