If I am not wrong a JTAG port can be made by drawing the 5(JTAG connection) and some auxiliary connections like power,GND, TRST. the BDM/JTAG must intialize the cirius logic processor (Basically the registers) once this is done you can draw out Flash information/data pump code in, etc depending on how powerful your JTAG is. The only problem is the soldering...

BDM is/was a Motorola term for a debug port on a CPU
that let you read/write memory, registers, single step etc.
Background Debug Mode is I think what the letters stand
for.

On the TS-7200, this would be accomplished by means of the
JTAG port on the CPU - except that the pins don't seem to
be brought out to a connector. So I think you are out
of luck on the TS-7200.

There may be software-only stubs floating around for the
ARM, but most people use the JTAP port these days.
