Yes, same thing here with Quickcam Pro 4000.

$ setpwc -d /dev/video1 -q 3
$ setpwc -d /dev/video1 -p|grep Noise
Noise reduction mode: 1
$ setpwc -d /dev/video1 -q 1
$ setpwc -d /dev/video1 -p|grep Noise
Noise reduction mode: 3 (high)
$ setpwc -d /dev/video1 -q 2
$ setpwc -d /dev/video1 -p|grep Noise
Noise reduction mode: 2
