Probably but I have no clue. Use google.

Because there always will be programs which just want to use v4l- device and do not understand to use some user base library in the middle. It will be cumbersome to have to patch and recompile every one of them by some user
which uses pwc-driver.

Sounds like you should come up with and implement a v4l loopback device driver that can do various conversions.
