if you're interested in one channel recording, a good solution could
the USB microphone UltraMic250k, produced by Dodotronic. It requires
Windows 7. A lower rate model, the UltraMic200k is also compatible
with Windows XP.

I can't say if it is the "best", however it is really well working and low =
