Yes, that does seem to be quite a stretch of a statement.
In the original paper, Hardouin does a bit better.

"dusk chorus" in nocturnal birds, although this prediction has
received little empirical attention."
Still it is hard to know how far he looked to find the "little
attention."
Anyway I didn't have time to read the whole paper just now, but it is
an interesting topic.
