I've made plenty of MP3s from 24 bit files, in fact I prefer it if
possible in respect to keeping dynamic range and reducing dithering
noise/artifacts before it gets to MP3. You'd have to ask an expert
whether LAME dithers before encoding, or encodes the frames from 24bit
directly.

I use LAME (by far the best encoder IMHO) to encode from the command
line, but there are plenty of graphical frontends for LAME for all
platforms.
