I've made plenty of MP3s from 24 bit files, in fact I prefer it if possible in respect to keeping dynamic range and reducing dithering noise/artifacts before it gets to MP3. You'd have to ask an expert whether LAME dithers before encoding, or encodes the frames from 24bit directly.
