Do you have any GIS software (ArcGIS, etc.)?
Your problem is easily solved with a little GIS and your data in a database
(or spreadsheet).
I've got the layers for the country and the counties in a GIS already, but
the only way I can get it to you would be in a Adobe Illustrator file
(because it would retain its vector state). I could export it as an image
(raster) file but as Walt pointed out, it would have to be HUGE to make out
the counties.

The best thing to do would be to integrate your data into a GIS, based on
the counties.
