I think the last few paragraphs in the PDF doc answer your question by
stating that no advantage will be gained by 1 bit to PCM conversion until
widespread adoption of a 1 bit format will be had, but then at least you
will already be there. In other words, PCM for practical listening and
distribution purposes for now and 1 bit for archival with the hopes that it
will become the standard.
