That's right.  To set the record levels, you have to be recording.
The ability to monitor while in pause mode is on the list for future
firmware enhancements.  Along with lots of other items.  To M-Audio's
credit, they are contacting user groups to get feedback, and they
promise regular firmware updates.

Typically the Microtrack can be purchased for $350 to $375.  On the
taperssection.com discussion groups, several people reported buying at
a Guitar Center store for $300 to $325.  Pretty cheap for a 24/96
recorder with digital input!
